.........An open letter to the FCC, the Zoning Commissioners of Jefferson County, Colorado and others who may have decision making responsibility in the hazardous EMF situation there.....

Dear Sirs:

We seem to be at a juncture in the ongoing EMF saga. One road leads to instituting some actions (minimum standards or warning labels, etc.) to protect the public from some of the harm that EMF 'appears' to be causing. The other road says, "No, the 'proof' is not yet there, let us postpone action while we conduct more research, and await the results of that research."

Up to this point in time, our decision makers (scientific, health, zoning, political) all have shown very little evidence that they are honestly giving any thought to some of the historical precedents of the past, which have much in common with the present EMF saga. Many of the past similar examples are of a like nature and (in retrospect) point the way to how our "system" is failing us today. Those past examples reflect a public policy machinery that is seriously flawed in such "mass exposure public health-risk" situations, because:

OUR POLICY 'INSTITUTIONS and MECHANISMS' DO NOT APPROACH THESE SITUATIONS WITH THE LONG RANGE PERSPECTIVE!

That 'long forward-looking view' is what society needs to forestall the accumulation of more misery, sickness and death ... as exposure is allowed to linger on and prudent preventive measures are delayed.

Take the history of the 'lead poisoning' case, for example..... That one occurs to me, first, because the public discourse about EMF today reads exactly like the discourse that occurred some fifty (50) to seventy (70) years ago, when the world first began to 'suspect' that lead was a toxic substance......

Then, too, the discourse emphasized what had NOT been "proved," as it also emphasized the very minimum exposures that were (then) envisioned.....

Then, too, responsible government bodies issued statements similar to one quoted here, from the U.K. House of Commons Select Committee on Science and Technology: "Validated scientific evidence supports the conclusion that neither mobile phones nor their associated base stations .... present a health hazard...."

Such statements ignore (I submit they deliberately ignore.) what the evidence SUGGESTS! They ignore what the evidence points TOWARD ... in the FUTURE ... when we are further along in the learning cycle.

Worse, they ignore what the 'threat environment' will be like -- 10, 20 or 30 years hence -- when there will be many more antennas ... when the modes of transmission as well as transmission energy levels will change (as from a sinusoidal analogue wave to pulsed signals) ... when the full extent of human exposure will not be that "single tower antenna" or "mast" that is under consideration today ... but will surely embrace ALL of the additional (invisible) Blue World EMF emissions that are coming at us in so many new forms today.

They are literally "exploding" in our environment ... from satellites ... from radar ... from proliferating radio and TV signals of ever more power ... as well as from electric power lines (some also carrying RF signals).....

That is what we failed to see in the early discourses about lead.... That the dimensions of the problem -- its proliferation around the world, its use in many ways not originally considered, its expanding extent of human exposure -- would inevitably grow.....

And, grow it did!! .... Far beyond the dimensions of that original, near-sighted discourse of the 1920s and 30s. Far beyond what the "industry people" told us it would.... The "scientists," too, proved NOT to be very visionary on that score....

We also failed to see, in the case of lead, that our understanding of the expanding problem was limited by the fact that we were in the very early stages of a learning cycle (about the health hazards of lead) which would inevitably improve (as it did) with more research.... In other words, we failed to ALLOW for our "present" ignorance and failed to project ON THE BASIS OF WHAT THE EVIDENCE WAS SUGGESTING.....

Instead, we did the opposite. We LIMITED our judgment at the time ... to what (little!) we knew for sure!! While our political and scientific machinery was (deliberately) stalling against calls for some prudent action to be taken. Yet, while the "stallers" vainly waited (and hoped) for "proof" that there was "no problem;" in fact, the more the issue was studied ... the more the evidence confirmed that we (society) had a REAL problem!!

I suggest that in matters of public health of this kind, it is the duty of the responsible 'decision makers' to project ... not to carefully circumscribe the knowledge or evidence that is used as a basis for their actions and policy decisions..... In short, it is their duty to be visionary and forward looking.

The vested interests, of course, seek "absolute proof." They want the evidence considered to be that which has the label of "proved by the scientific establishment." We are seeing a dramatic example of this in the ongoing "struggle" over the TV and radio antennas on Lookout Mountain in Colorado.

The radio/TV operators (Cedar Group) -- with a clear vested interest ($$$$$$$) in the outcome of a forthcoming ruling to be decided by the local regulators (Jefferson County Zoning Commissioners) -- continue to bully on behalf of getting their way ... (even in the face of a recent decision by the FCC to "get out" of the issue and to no longer support the vested interests.)

The Jefferson County regulators, on the other hand, already possess evidence of cancer rates in some locales on Lookout Mountain that are four-times the norm in the rest of society......

Such blatant evidence ... MORE than suggests "a problem." It simply cannot be ignored by those responsible for protecting our society from the exploitation by industries (tobacco, chemical, pharmaceutical, electrical, you name it) ... that are obviously willing to put the public at risk for profits, ($$$$$$$$).... If the regulators can ignore such evidence in Colorado, how will it affect the actions (or procrastinations) of regulators in Missouri or New York or Virginia???

It matters not what state one assumes is the focus of action. Those responsible for health policies in such situations must not take the "easy way" and listen to the powerful ($$$$$$$) vested interests!!

They must "dig in" and premise their policies upon a FORWARD LOOKING "projection" of what is indicated to be the 'plausible' future condition that would pose public health dangers ... based upon what the EMF/health scientific evidence is 'pointing' us TOWARD ... now ... NOT what "the scientific establishment" can "prove" in our admittedly 'early stages' of the learning cycle.....

(In the present EMF scenario, particularly including the situation on Lookout Mountain, I submit we have already reached that plausible health danger condition.)

Somehow, somewhere, SOMEBODY ... in the present EMF discourse must ask a very different question than those now being asked.....

The question is NOT what we can NOW see in the scientific evidence. We know much more will be learned. We must SEEK that evidence, much more diligently than we now are....

The question is NOT what 'exposures' we can NOW envision -- based upon that 'one' antenna that is disturbing the neighborhood or the school (or the one antenna "farm" at Lookout Mountain).....

The question is (as it was with lead, though we did not see it at the time): What are we opening the door to ... in terms of potential adverse health consequences ... in the future ... knowing what we NOW KNOW (and have just BEGUN to learn) about the biological activity of non-ionizing electromagnetic radiation upon human cells and tissue???

Science is on the doorstep of a whole new paradigm of understanding about our electro-'biological' universe..... We must make some allowance for that in our thinking and our actions and decisions today.....

Since the dawn of the age of electricity, we have ASSUMED that the various EMF byproducts (RF, MW, ELF) were of no health consequence.....

That assumption is now very much in doubt..... A growing number of serious, highly qualified scientists, worldwide, are now disputing that assumption.... They are advancing the opposite view -- that EMF is (and has been for some time) of considerable health consequence! We just didn't see it ... until the Soviets and a few others began to learn Mother Nature's "dirty little secret" about thirty years ago....

Moreover, it is "my" observation (over the past six years that I have been attending virtually all of the important scientific meetings in the U.S. on this subject) ... that the more research that is done ... the more that assumption comes under challenge by the serious, objective men and women who are engaged in that research....... i.e., The more we know, the more INVALID that assumption appears to be: that there are no health consequences.....

And, worse, even the evidence we now have, which challenges that assumption (the epidemiological evidence supported by some laboratory research) ... can only tell us about the health consequences of exposures that occurred IN THE PAST.....

That evidence is not telling us what is happening now!! To learn about the damage (leukemia or cancer or Alzheimer's, etc.) that is being done today, we will have to take our observations 5 to 10 to 30 years hence.....

So it was with the toxicity of lead..... Ask your state health authorities about the unhappy situation society now faces with lead contamination?? We are (in America) still unable to determine the amount of brain-intellect damage that has been done -- is being done -- to our children by the presence of lead in their environment; because the discourse about lead of 50 to 70 years ago looked only at that moment in history.

Public officials who continue to argue that we must wait for more evidence before we begin to take precautionary measures are repeating the same "cop-out" mistakes that were used in the case of lead:

The 'present' state of knowledge, "validated scientific evidence" ... justifies delay;

The 'present' state of the technology..... (Industry figured out many more ways to use lead, and "pump" it into our environment than was originally conceived. We are seeing the same occur, already, in the EMF case.) ... justifies delay;

The 'present' levels of transmission emissions ... justify delay;

The 'present' numbers of transmission sources ... justify delay.

All of the above are but irrelevant "cop-out" excuses.....

YOU, the decision makers in Jefferson County, Colorado, must think long term, ... because ... over time, of course, the present situations are certain to change. What may be, today, "officially" merely the "suggestion" of a problem (particularly in the eyes of the vested interests) ... could become one 'hellofa' problem for the next generation.... (On Lookout Mountain, I suggest, it is already one 'hellofa' problem.....)

To the Zoning Commissioners responsible for the safety of the lives and health of the folks who live on and around Lookout Mountain, I say:

It is my sincere, and respectful, suggestion -- that you try to look at this problem from the perspective of a generation or two in the future..... YOU CAN do a better job than did your grandfather's generation that made the decisions about lead....

Does this mean that I am suggesting an end, of some kind, to the use of electromagnetic technology?? Not at all!! I believe that once mankind recognizes the problem -- admits it -- mankind can also figure out how to use those marvelous technologies safely!!! We did it once before ... in the case of fire.......
