.......It is very much a part of the "theology" of the utility industry that ALL regulatory restrictions (environmental or whatever) are "costly and without any public benefit whatsoever."....!! They LOVE to point out that such costs will be passed on to the public in the form of higher electricity rates.....

......Thus, if believed by the public (and usually by the industry's press allies), they become the "good guys" ... and the environmentalists or those concerned about EMF health risks ... become the "bad" guys.....

That is their theology!!!  That is what you see elaborated in their annual report below.....

It contains a very small element of truth (the passing-on of the cost) ... but not nearly so much as their shrieks imply..... And, in truth, if they are not properly regulated they will RAPE the public -- in exploitive rates, in environmental damage, and in adverse public health.....  Any suitable alternative to regulation in the public interest ... has yet to be found......

Still, it is very difficult to overcome theology ... with facts ... or with reason......  Particulalry when the dispensers of that industry propaganda have so many $$$$$$$$ to spend promoting it......  And ... when they enjoy the benefit of a friendly local press.......!!

(Give 'em this much, though Bonnie, they're RIGHT whan they say: "They face a HUGE potential liability for EMF damages in the future!!" .......They have probably been paying attention to what is happening to the tobacco industry.....??  I know of no way for them to beat that future liability -- except by mending their ways TODAY ... with a public that they will want to have on their side in the future.....)

Roy,  just got the stockholders copy of Southern Co 1998 annual report p.33 may be of interest to you. sorry, I can't figure out how to paste info. on to this email.

Basically talks about concerns of future legislation that is pending including that in Ga -" Clean Air Act; Clean Water Act; the Comprehensive Environmental Response; Compensation, and Liability Act; Resource Conservation and Recovery Act, the Toxic Substances Control Act & te Endangered Species Act.  Changes to these laws could affect many areas of Southern Co operations......

Compliance with laws  to global climate change, electromagnetic fields, and other environmental and health concerns could significantly affect Southern Co. Potential exists for liability as the result of lawsuits alleging damages caused by electromagnetic fields."
